After thousands of efforts to make the electric light bulb, Thomas Edison said, "I haven't failed, I've identified 10,000 ways that it doesn't work."

The Ministry of Education and Training must review the benchmark used to support the current funding formula bringing it into the 21st century and provide funding based on actual costs. As it is, "it just doesn't work"!
